What is cooperative purchasing in Texas construction?

What is the difference between BuyBoard and TIPS for ISD construction?

Are bid bonds required for cooperative-purchasing construction contracts in Texas?

Cooperative purchasing eliminates the formal bid process and the bid-bond submission that goes with it. Performance and payment bonds remain governed by Texas Government Code Chapter 2253 — payment bonds for public works above $25,000 and performance bonds above $100,000 — and may still be required by the agency or the cooperative's terms.
